there is an email tracking program... but most people just prefer to trace back the headers on an email. The 5cent thing for emails was actually discussed a lot before. it's still underdiscussion that ISP's will sell internet subscriptions based on your bandwidth usage for a month. The debates still going strong and getting much stronger as they realize how much of the internets traffic is torrents.... Also I think it's AOL that charges 5cents an email now to make sure it's delivered as not-spam.
